Eugeniusz Kwiatkowski, an organization recognized as one of the most important independent expert circles in Poland, working continuously for more than 30 years for the country’s economic and industrial sovereignty. The organization’s patron is Eugeniusz Kwiatkowski – an outstanding visionary and creator of Polish industry between the wars, whose achievements serve as inspiration for PLP’s contemporary activities.
The award recognizes Mr. Janusz Czarnecki’s long-standing commitment to the development of the high-tech industry and the defense sector – both as a manager and engineer, and as an expert involved in shaping national industrial policy. Currently, Mr. Janusz Czarnecki also serves as Secretary of the Program Council of the Polish Industrial Lobby, which further emphasizes his activity in the most important opinion-forming structures in Poland.

What is the Polish Industrial Lobby? Mission, operations and impact on industry development
Polish Industrial Lobby im. Eugeniusz Kwiatkowski (PLP) is an independent, opinion-forming and expert social organization, which for more than 30 years has been working for the development and protection of Poland’s strategic and high-tech industry, particularly the defense, aerospace and energy industries.
The organization was founded in 1993 as an initiative that brought together scientists, engineers, former military officers, company executives and union representatives. Its mission is to counteract the deindustrialization of Poland, promote the development of national technological potential and strengthen the country’s economic sovereignty. PLP operates across political divides and does not engage in commercial activities.
Expert reports and opinions submitted to the highest state authorities
Since its inception, PLP has produced more than 520 documents – opinions, expert reports and position papers, both on the economy as a whole and on key industrial sectors. They were hit by, among other things. To:
- Office of the President of the Republic,
- Council of Ministers and individual ministries,
- parliamentary and senate committees,
- The General Staff of the Polish Army and the commands of the armed forces.
PLP also participated in legislative and modernization processes and consultations with the military and defense sectors. Among the PLP’s most important studies and initiatives are worth mentioning:

The PLP also engages in rescue and intervention activities, supporting plants at risk of liquidation, such as. Szczecin Shipyard, Huta Stalowa Wola or the Ożarów Cable Factory.

The organization has held more than 50 nationwide industry conferences and more than 90 press conferences to present industry reports and demands. Many events are attended by representatives of the Polish Armed Forces, the Ministry of Defense, research institutions and foreign partners.

Distinction “Distinguished for Polish Industry”
Since 2013, PLP has awarded the prestigious “Bene Meritus pro Industria Poloniae” award annually. It is awarded to individuals and institutions of particular merit to the development of Polish industry and economic security, and its receipt is confirmation of real influence on the transformation of the industrial and state sector.
Prof. Ph. Pawel Soroka – an authority on industry and security issues
At the head of the Honorary Chapter of the Polish Industrial Lobby named after him. Eugeniusz Kwiatkowski, which awards the “Meritorious to Polish Industry” distinction, stands with Prof. Eugeniusz Kwiatkowski. Ph. Pawel Soroka – a prominent scientist, national security expert and active participant in the public and economic debate in Poland.
Prof. Soroka graduated with honors from the University of Warsaw, and went on to earn doctoral and postdoctoral degrees in social sciences. In 2021, he was awarded the title of professor of social sciences, confirming his scientific achievements and impact on the development of disciplines related to industrial policy and security. Professor Soroka is the author and editor of more than 56 scientific articles, some 30 monographs and collective publications and 23 annuals of the Polish Industrial Lobby, which document the development of industry and defense in Poland. His work has been funded by public institutions and implemented as part of expert debates on the shape of the Polish economy and defense.
He has led numerous research projects of strategic importance, including:
- On the consolidation of the defense industry,
- modernization of the Polish Armed Forces,
- Scenario forecasting in management,
- and energy and economic security of the country.
Expert on NATO, military and industrial sovereignty issues
As coordinator of the Polish Industrial Lobby and chairman of the Chapter, prof. Soroka plays an active role in analyzing strategic threats and supporting the transformation of the Polish army in accordance with NATO standards. In particular:
- Promotes the modernization and upgrading of the defense industry,
- points to the need to accelerate programs such as the purchase of F-35, Patriot, HIMARS systems,
- supports a scenario-based approach to geopolitical risk management,
- Works to integrate the scientific, industrial and military communities.
Under his chairmanship, the PLP Chapter honored many individuals and institutions whose activities contributed to the building of Poland’s industrial sovereignty. The awarding of the honor to Janusz Czarnecki is part of this mission, emphasizing the importance of modern management, innovation and strategic thinking in the industrial sector.
