Polish Industrial Lobby im. Eugeniusz Kwiatkowski, in cooperation with MBF Group SA, issued a comprehensive position paper on drone armament and modernization of the Polish Armed Forces to state authorities. The document was addressed to Prime Minister Donald Tusk and a wide range of institutional and parliamentary addressees, including the Speakers of the Sejm and Senate, the Minister of National Defense, the Chief of BBN, the Chief of the General Staff of the Polish Army, and the chairmen of national defense clubs and committees.
The authors of the letter emphasized the Polish Industrial Lobby’s more than 30 years of experience as an independent, expert organization whose mission is to promote the development and protection of Polish industry. It was pointed out that current geopolitical threats and a full-scale war beyond Poland’s eastern border require a new approach to modernizing the armed forces. In this context, domestic technological innovation, automation and digitization should play a key role.
The Central Industrial District 2 (COP2) project, which draws on the pre-war legacy of Eugeniusz Kwiatkowski, occupies a special place in the document. PLP and MBF Group point out that the initiative has received widespread support at expert conferences, and is now entering the stage of practical implementation – especially by activating the SME sector and tapping into the intellectual and manufacturing potential in the field of aviation and drone systems.
The post emphasizes the strategic importance of unmanned technologies, whose role has been confirmed in recent armed conflicts in Ukraine, the Caucasus or the Middle East. Attention was drawn to the need to include the mass use of drones, including drone swarms, in the modernization program of the Polish Armed Forces. At the same time, it was noted that there is currently a lack of solutions dedicated to this type of system in Poland.
In response to these challenges, MBF Group SA, operating under the umbrella of the PLP, has presented a ready concept for upgrading artillery equipment and a design for a multi-launcher drone launcher capable of coordinated launches of up to 40 units in 20 seconds. The technology was developed by a Polish team and is a manifestation of technological independence in one of the most strategic areas of national security.
The proposal also includes the use of artificial intelligence and full autonomous operation of swarm systems. It is a dual-use solution that can be adapted for both defense and deterrence. As the authors of the post point out, Poland has the potential not only to match global standards in this area, but also to surpass them.
One of the important elements of the offer is also the finished design of a training simulator for future system operators. The entire project could be carried out under a public-private partnership formula, which would allow for the smooth implementation of the technology without burdening state-owned armaments plants.
In conclusion, the authors of the post – Prof. Ph. Paweł Soroka, coordinator of the Polish Industrial Lobby and the COP2 project, and Janusz Czarnecki, CEO of MBF Group SA – request the establishment of a Working Group with the participation of competent representatives of state institutions and industry. They emphasized their willingness to take full responsibility for the project and their openness to cooperate and present the solutions developed.
